• How did you upgrade to Windows 10? was it through Windows update settings or via Media Creation Tool?
• What was the host operating system installed prior to Windows 10 installation?
• Apart from the scroll function did you check if multi-touch gestures are also not functioning properly?
• Did you check if you have installed the latest touchpad drivers, the ones directly available from the manufacturer's website?

Now, since you recently upgraded to Windows 10, I suggest you to check for the pending updates in Windows 10 which helps the PC to make optimal use of Windows 10 capabilities as well as fixing any missing links in performance of the operating system.

To check for updates now, go to Settings > Update & security > Windows Update, and select Check for updates. If Windows Update says that your PC is up to date, you have all the updates that are currently available.

If it still does not help, refer to the below methods and check if it helps to resolve the issue.

Method 1

Hardware and Device Troubleshooter

Follow these steps to run the Windows in built troubleshooter. This is a diagnostic which helps to identify any potential driver related issues present in your PC.

a) Write Troubleshooting in the search box and hit enter.

b) Click on Troubleshooting tab.

c) Click on view all option on the upper left corner.

d) Select the Hardware and Device option from the list.

e) Click Next to run the Hardware and Device Troubleshooter.

Next, check if updating/rolling back the touchpad driver helps to resolve the issue. Follow the below steps.
