I would suggest you to download the XP driver and install it in XP compatibility mode on Windows 7 and check if it works.

Follow these steps to install the driver in XP compatibility mode:
a. Right click the installation file and select Properties.
b. Click the Compatibility tab.
c. Under Compatibility mode, check the Run this program in compatibility mode for: option.
d. Select XP (Service Pack 2) or Windows XP (Service Pack 3) from the available options.
e. Click Apply and OK.

1)How did you try to install Windows 7 drivers in Windows 8?
Since Windows 8 is a new release there may not be drivers designed for Windows. You can download the drivers designed for Windows 7 and install it on the Windows 8 using the compatibility mode. Follow the steps. Some drivers are very specific about the operating system version, so you might have to wait until the manufacturer releases Windows 8 drivers.
a) Enter the Start screen
b) Press Windows key + C on your keyboard to show the Charms bar (If you have a touchscreen: Touch the right edge of your screen and slide your finger to the center of the screen to show the Charms bar)
c) Search for Troubleshooting, Click Settings in the right column.
d) Click Troubleshooting. Click Run programs made for previous versions of Windows
e) Click Next, select Not Listed. Click Next
f) Click Browse and select the installer that you downloaded using the link above. Canon eos 20d win7.

g) Click Next, click Troubleshoot program
h) Check The program worked in earlier versions of Windows but won't install or run now box
i) Click Next, select the last known working operating system for this driver (probably Window 7)
